Beijing Land Bureau: the attitude on dealing with small property room

The director of Beijing Land Bureau ,Wei chenglin said that the Ministry of Land and Resources is currently being studied how to deal with all kinds of illegal land problem, including  small property room.
Beijing is a model city in China.The government must not have such attitude “Laws are not laid down to punish the majority” on small property room.The rural curtilage are certainly not in circulation, and aren’t built small property room. As a result, he appeal people shouldn’t to buy the small property room.
Despite buying the small property room is not protected by law in China, but people still buy the house,why?
