Since China reformed and opened up, China’s per capita energy consumption increasing gradually, but compared with Western developed countries, still less than their level.
From 1978 to 2007, China’s per capita energy consumption rose from 0.5 tons of standard coal to 2 tons of standard coal. The construction energy consumption continued increased rapidly, in the rural areas, building energy consumption significantly increased.
However, compared with Western developed countries, still less than their per capita energy consumption, China’s per capita energy consumption is one-fifth of the United States. With the development of economic and productivity, improvement of people’s living standards, China’s overall energy consumption will increase further.
However, the energy efficiency in China is generally low.  Now the construction industry widespread use of energy-saving 50% of the building standards in China. But even if China would implement 65% of energy-saving standards, Heat loss index also more than 50% higher than the average level of developed countries in the same climatic conditions.
